How Government can motivate Kenyans to use Digital Cashless Payment Method

I am writing this article after a lot of thinking about our financial future in Kenya. This intensive thinking has been invoked by the recent revelation by Mike Sonko, the Governor of Nairobi, that after they discovered some unbanked cash in the finance offices and gave stern warning to the officers, the daily county revenues have now doubled if not tripled.

It has also come to my attention that even the City County Parking attendants are now insisting on us paying all fees through the digital platform. This is good news to all of us! Yes, very great news indeed. At least revenue loss will be mitigated.

Revenue collection through our digital platforms like Mpesa, Airtel Money, Equitel, Bank POS et al is the way to go. This is the way to go for all business entities, institutions and government.

Very good ideas about how to effect the above payment methods in the past have been tried in the market but they have failed miserably due to failure to involve and motivate the critical players.

 I will give an example

Some few years ago there was this frenzy in the transport industry where all passengers were required to pay their fares using cards like the 1963 card. This idea was very noble and if it could have worked, the matatu owners could be smiling all the way to the bank, the government could be collecting billions of shillings in taxes and the financial institutions could be raking in good income.

But the above revolutionary phenomenon encountered a still birth because the passengers, conductors and drivers were not involved in this mouth watering deal. There was no motivation especially on the part of the passenger to adopt the 1963 card. The conductors and the drivers could have resisted a little bit but if the passenger fully embraced that idea then the whole deal would have been as good as sealed even with resistance from the matatu crew.

Now, how would these passengers be motivated or enticed to embrace such a card? It is quite simple! Give reward points for each amount the passenger pays as fare and make these points be redeemable for essential and important services like paying for NHIF rates, renewal of government services, paying Kenya Power bills or paying County rates like business permits, parking, licenses etc. For example, for every Ksh. 100 spent on fare, the passenger gets 10 points just like the bonga points reward from Safaricom, and during redemption 1 point is equated to Ksh. 2. This means that if a commuter from Umoja to the City center pays Ksh 160 every day as fare, then at the end of the year he/she will have 4160 points worth Ksh. 8320. This is good money that can be used to pay for many essential County and National Government services.

This payment method should be spearheaded by the both governments and also financial institutions because they will be the biggest beneficiaries. Not even the Matatu saccos or matatu owners.

By giving such a motivation, the commuters will act as the perfect implementers and enforcers of the payment method.

Now going back to the original point on paying of parking fees, land rates, hawkers rates, business permits, licenses, fines and other fees charged by both governments, the above phenomenon of the 1963 card can be replicated here.

This is not to say that it is only the 1963 card that can be used. Right now in Kenya we have very innovative technology especially from the financial sector where the use of the Near Field Communication Technology is taking shape.

Various financial institutions and telecommunication companies can come with multipurpose cards which can be used for offline and online shopping and also payment for bills, rates, fines and other services.

In conclusion, I can say that a motivated customer is King. When one wants to achieve an end he/she will need to dangle a carrot at the end consumer so as to raise the demand from the consumer end as opposed to the cock and bull stories that they are used to get from the supply end.

How to tame the rogue Matatu Industry in Kenya and create millions of Jobs

If there is a sector in Kenya that mints billions of shillings everyday but goes unregulated is the Matatu Industry in Kenya – PSV.

Truth be said, the Matatu Industry employs hundred of thousand if not millions of jobs in Kenya but both the National and County Governments gets a meager fraction of the taxes and rates they deserve.

It was hoped that after streamlining the Matatu Industry in Kenya into saccos, sanity would start to prevail, but nothing is further from the truth. Lawlessness, anarchy and extortion reigns supreme here.

The biggest setback to the noble idea of matatus operating under the sacco umbrella emerged when the sector players and the government erroneously agreed that these saccos will operate with vehicles owned by individuals as opposed to the vehicles being exclusively owned by the sacco. In this arrangement major decisions are made by the individual matatu owners as opposed to the sacco which was the intended decision maker. This is why the police and county government askaris still shamelessly extort and terrorize the matatu crew. This goes on because the police know that the sacco officials do not have the powers to act on behalf of the matatu owners and therefore the fate of the PSV vehicle is left to the Matatu crew and the owner.

This state of affair has to change. But it will not change through coercion and intimidation by the government, it will change after the government makes it very attractive to have the investor put his/her money as shares in a particular matatu sacco rather than buying the vehicle separately then joining the sacco later.

The operating environment for the matatu sacco should be made so easy, convenient and lucrative such that any person would rather invest in sacco shares as opposed to the way the arrangement is right now. As I have pointed out earlier, the biggest beneficiaries would be the government, financial institutions, passengers and the Matatu owners. The biggest setback to this arrangement is usually the Matatu crew. They usually want to handle the cash so that they can have their cut.

How can the governments achieve this?

Having known that the matatu crew is the biggest obstacles to this development, the government and the matatu saccos should first make it prestigious and desirable to be called a matatu driver and conductor. How?

  1. The matatu crew should be made employees of the sacco
  2. Their terms of service should be made permanent, pensionable and able to join a trade union.
  3. Their salaries should be made mouth watering such that a temptation to misuse the vehicles is minimized.

Secondly, the matatu saccos should be given some benefits like partial or full tax waiver while purchasing the rolling stock. The government knows very well that they will recover this very fast when the vehicles start operating.

Thirdly, the investor in the matatu sacco should be granted an online portal that will be showing how his/her money is growing. Transparency will be key on the part of the investor.

The benefits that will accrue from this noble development will be

  1. The mode of payment for the fares by the passengers will easily be changed to digital payment and compliance to this on the part of the passenger is well explained HERE
  2. The government will be able to seal the loopholes where revenue leaks sufficed.
  3. Financial institutions will have enough liquidly to advance loans to businesses.
  4. The investors will be unburdened the headache of managing the hard-knock matatu crews on their own.
  5. Compliance on government’s laws, rules and regulations on the roads will be enhanced.
  6. Extortion and harassment of the matatu crew by the police will be eliminated because it will be hard for the police to extort from the saccos.
  7. Lawlessness on the part of the matatu crew will also be eliminated because they will be answerable to the sacco management.
  8. More white-collar jobs will be created in the sacco offices.

Unless there are any other reasons why the Matatu Industry in Kenya cannot be reformed in this way, then the government has no otherwise but give us Kenyans a working public transport system which will also greatly benefit them in terms of revenue collection.

This is the best strategy the Nairobi Governor can use to remove Matatu from Nairobi CBD

Many Kenyans in their personal capacity know why matatus have been banned from accessing the Nairobi CBD. Our matatus around the country have been vilified for their lawlessness and lack of respect for human rights and traffic rules. Since the calmness, serenity and tranquility of the Nairobi CBD business environment should be preserved, Matatus have to be banned from Nairobi CBD.

Owing to their large number which is still rapidly growing, the matatus scramble for the limited parking space within the CBD and this situation makes most of them to park in the middle of the road thereby causing obstruction and eventually unnecessary traffic jams. This makes it impossible to still allow all of them to access the Nairobi CBD.

Why matatus have failed to regulate themselves as expected

According to the Matatu Sacco Regulations, the sacco is supposed to manage most of the aspects of a matatu operating under them. But as it is already evident, the management of matatus is done by matatu owners and not the sacco. The sacco only manages the route. This state of affair has come into being because the sacco and the matatu owners have been held captive by the rogue matatu crew and cartels.

This can be well understood when we look into details about what caused the sudden death of the much hyped introduction of digital payment methods like the 1963 card by Safaricom.

The matatu industry is a very lucrative sector! Very very profitable! This is the major conduit that the police use to self enrich themselves overnight. So the police force is another party that would never want to see a self regulated matatu industry.

First and foremost the current matatu ban as imposed by the Nairobi City County Governor will not work if the matatu management is left as it is. It will be very hard for the County Government to manage the matatu cartels. The matatu sector should be reformed first using this method as explained in this artcle. After the above has been achieved then we can very easily operationalise the Gazette Notice no. 4479 of 12th May, 2017 as illustrated below.

This plan by the Nairobi City County Government is very good. One thing that caught my attention is Point no. 10 in the gazette notice that stated that there will be a circular route connecting all termini to the CBD and Upper Hill.

There are several proposed bus termini namely

  1. Muthurwa terminus
  2. Fig Tree terminus A & B
  3. Desai Road terminus
  4. Park Road terminus
  5. Ngara Road terminus
  6. Hakati terminus
  7. Machakos Bus Station
  8. Central Bus station
  9. Railway terminus

Ultimately Nairobi needs these Bus termini for the main purpose of

  1. Parking of buses during off peak hours
  2. Connecting to other destinations

Traffic terminating to all other termini in Nairobi is OK, but the elephant in the room is how to manage this circular route. If this circular route is managed well then we as Nairobians will be home and dry because the inter-connectivity between one termini to another and also access to the CBD from each termini was what the passengers were worried about.

How to manage the Circular Route between Nairobi CBD and other termini

For this to work, it is with the assumption that the Matatu Saccos have taken over the entire management of the matatus from ownership to employment of workforce.

Now how will this help? This is it, no matatu sacco can lay claim to the entire CBD route. The CBD belongs to all of them. So all these matatu saccos will form separate company which will have buy separate buses to operate within this circular route. The shareholding may be be equivalent to the number of active buses operating in each sacco. This is because some routes have fewer passengers than others.

These buses will be labeled depending on where they are are taking the passengers. For example We can have buses labeled Central Bus Station meaning if you see this bus in any termini or anywhere else, just know its destination is Central Bus Station. If you see a bus labeled Muthurwa Bus termini then know it will take you to Muthurwa, and so on and so forth.

These buses should have special spots in all the termini such that no passenger is disoriented in any way when going to the next destination.

When this arrangement is reinforced with the dedicated bus transit lanes within the Nairobi CBD then the matatu nightmare we live with now will be a thing of the past. God Bless Kenya
